What the three lists mean
HDB’s Directory of Renovation Contractors
Renovation in an HDB flat that needs HDB’s permit (hacking walls, changing floor tiles, a new toilet and so on) may only be done by a contractor on HDB’s directory. HDB decides who goes on it, and can suspend a firm or take it off for breaking its renovation rules. Being on it doesn’t need a BCA registration: of the 2,708 firms on it, 1,073 are also registered with BCA. Each firm has a directory number like HB-06-5426F.
BCA’s Listing of Licensed Builders
A firm that builds or does structural work must hold a builder’s licence from BCA: a General Builder Class 1 (any size) or Class 2 (smaller projects, up to a value BCA sets), or a Specialist Builder licence for piling, ground support, structural steelwork, precast concrete and similar work.
BCA’s Listing of Registered Contractors
Firms that want public sector work register with BCA for each kind of work, a workhead, at a grade that caps the size of contract they can tender for: from L1 (up to S$800,000) to L6 (no limit) for most workheads, and C3 (S$800,000) to A1 (no limit) for general building and civil engineering (CW01, CW02). A grade needs a track record, staff and capital, and lapses unless renewed.
liddat.com doesn’t rate or recommend contractors and isn’t paid by any. The lists say a firm is allowed to do the work, not how well it does it. HDB’s list is as of its last update on data.gov.sg and BCA’s a little older, so a firm added or renewed since may not show it yet: HDB’s directory and BCA’s directory are the last word.
Questions
How do I check if a contractor is HDB-registered?
Type its name, UEN or HDB directory number above. If it’s on HDB’s Directory of Renovation Contractors, the answer says so with its directory number. Only a contractor on the directory may carry out renovation works in an HDB flat that need HDB’s permit, and it applies for the permit for you.
How many HDB-registered renovation contractors are there?
2,708 firms are on HDB’s Directory of Renovation Contractors (24 Mar 2026), 4,515 hold a BCA builder’s licence and 15,864 are registered with BCA for at least one workhead (12 Jan 2026), on data.gov.sg.
What is a BCA workhead and grade?
A workhead is a kind of work BCA registers a contractor for, like CR06 Interior Decoration & Finishing Works, ME05 Electrical Engineering or CW01 General Building. The grade caps the value of public contracts the firm may tender for: L1 is up to S$800,000, L6 has no limit. For a home renovation, the grade matters less than being on HDB’s directory (for an HDB flat) and the workhead fitting the job.
What if my contractor’s company is deregistered?
A company or business that ACRA has deregistered no longer exists in law: it can’t enter contracts, and a deposit paid to it may be hard to get back. Don’t pay one, and check the UEN on the quotation is the same as the firm you’re dealing with. The UEN checker finds any company by name or UEN.
Does being on these lists mean a contractor is good?
No. It means the firm is allowed to do the work. Ask for past jobs, get quotations in writing with the UEN on them, don’t pay most of it up front, and check the Consumers Association of Singapore (CASE) and reviews. A firm with the CaseTrust renovation accreditation also has its deposits protected.
Is what I type sent anywhere?
No. The lists are loaded into your browser and searched there. What you type goes into the page’s address so you can share the answer, as firms’ names and UENs are public.
