What’s on an SP bill
SP Services bills each home once a month for its electricity, PUB’s water, City Energy’s town gas and NEA’s refuse removal fee, with 9% GST, and takes an HDB household’s U-Save rebate off it.
⚡ Electricity: SP Group’s tariff
Unless you’ve signed up with a retailer, you pay SP Group’s regulated tariff for every kWh you use, plus 9% GST: there’s no fixed monthly charge for the electricity. From 1 October to 31 December 2026 it’s 28.59 cents a kWh before GST, 31.16 cents with GST, down 10.4% (3.32 cents) on July to September, as natural gas got cheaper.
| What’s in it, Oct–Dec 2026 | Cents a kWh |
| Energy costs: to the power stations, for fuel (imported natural gas) and running them; changes every quarter | 22.18 |
| Network costs: to SP Group, for the grid that brings it to you | 6.10 |
| Market support services fee: to SP Group, for meter reading, billing and the retail market | 0.23 |
| Market admin and power system operation fee: to the market and grid operators | 0.08 |
| Tariff before GST | 28.59 |
💧 Water: PUB’s price
PUB charges by the cubic metre (1,000 litres), in three parts: the water tariff, for collecting, treating and piping the water; the water conservation tax, a percent of the tariff, as water is scarce; and the waterborne tax, for taking used water away and treating it. The first 40 m³ a month are at the lower price, anything above it at the higher, which about 4% of households reach. The price has been the same since 1 April 2025:
| A m³, before GST | First 40 m³ | Above 40 m³ |
| Water tariff | S$1.43 | S$1.81 |
| Water conservation tax | 50%: S$0.715 | 65%: S$1.1765 |
| Waterborne tax | S$1.09 | S$1.40 |
| All in, before GST | S$3.235 | S$4.3865 |
| With 9% GST | S$3.53 | S$4.78 |
Before that, from 1 April 2024, it was S$2.935 a m³ for the first 40 (a S$1.29 tariff and a S$1.00 waterborne tax), and S$2.735 before then.
🔥 Town gas: City Energy’s tariff
Piped town gas is sold by City Energy, by the kWh, at a tariff that follows fuel costs and changes every quarter, as electricity’s does. From 1 October to 31 December 2026 its general tariff for homes is 21.45 cents a kWh before GST, 23.38 cents with GST.

Cents a kWh, for households. SP Group and City Energy announce the next quarter’s tariffs near the end of each quarter.
🗑️ Refuse removal: NEA’s fee
Each home in the public waste collection scheme pays its public waste collector a monthly fee through the SP bill: from 1 July 2026, S$10.64 for an HDB flat or a flat in a condo or private apartment block, and S$35.50 for a landed home, both with GST (S$10.20 and S$34.00 before). A condo outside the scheme arranges its own collection, so the fee isn’t on its SP bill.
🎁 U-Save rebates
Singaporean households in HDB flats get U-Save under the GST Voucher scheme, credited to their SP account in April, July, October and January, to use on any of the bill. For FY2026 (April 2026 to March 2027) it’s doubled each quarter:
| HDB flat | Each quarter | A month’s share | FY2026 |
| 1- and 2-room | S$190.00 | S$63.33 | S$760.00 |
| 3-room | S$170.00 | S$56.67 | S$680.00 |
| 4-room | S$150.00 | S$50.00 | S$600.00 |
| 5-room | S$130.00 | S$43.33 | S$520.00 |
| Executive or multi-generation | S$110.00 | S$36.67 | S$440.00 |
Paid in April 2026, July 2026, October 2026 and January 2027: the regular GSTV U-Save each time, with as much again from Budget 2026 in April and July and the 2026 Additional U-Save in October and January. There must be at least one Singaporean owner or occupier in the household (or a Singaporean tenant, if the whole flat is rented out), and no one in it can own more than one property. What a bill doesn’t use carries on to the next.
Prices checked 2 Nov 2026, from: SP Group’s tariff information (electricity, what’s in it, and the gas and water tariffs), its historical electricity tariff (low tension, domestic) and its release of 29 Sep 2026; City Energy’s gas tariffs (the general tariff, and its historical town gas tariffs); PUB’s water price release of 27 Sep 2023 (Annex A, domestic potable water) and water price page; NEA’s refuse collection fees from 1 July 2026; and MOF’s U-Save rebates for FY2026 (30 Sep 2026). A guide: your SP bill is what counts.

Electricity in kWh, water in m³, gas in kWh for a home with piped gas. Homes use the least electricity from December to March, and more the rest of the year; water and gas hardly change.
What we assume for each appliance
A kWh is 1,000 watts for an hour, so an appliance’s kWh a month is its watts × hours a day × 30 days ÷ 1,000. These are our rough, typical figures, not official ones: your appliance’s label, or the kWh a year on its energy label, is better.
| Appliance | Watts while on | Hours a day | kWh a month |
| Aircon, one room | 700 | 8 | 168 |
| Fridge (on and off all day: its average) | 45 | 24 | 32.4 |
| Water heater | 3,000 | 0.5 | 45 |
| Washing machine | 500 | 0.5 | 7.5 |
| Clothes dryer | 2,000 | 1 | 60 |
| LED light, each | 10 | 5 | 1.5 |
| Fan | 50 | 8 | 12 |
| TV | 100 | 4 | 12 |
| Computer | 100 | 4 | 12 |
| Wi-Fi router | 10 | 24 | 7.2 |
| Rice cooker | 700 | 0.5 | 10.5 |
| Kettle | 2,000 | 0.2 | 12 |
| Induction hob | 2,000 | 1 | 60 |
| Microwave | 1,000 | 0.2 | 6 |
What we assume for water
Our rough, typical litres too, not official ones: a water-efficient fitting (more ticks on its water label) uses less, an old one more.
| Use | Litres | We start at |
| Shower | 9 a minute | 8 minutes a day each |
| Toilet | 4.5 a flush | 5 flushes a day each |
| Basin tap | 6 a minute | 2 minutes a day each |
| Kitchen tap | 6 a minute | 10 minutes a day |
| Washing machine | 70 a load | 4 loads a week |
| Dishwasher | 12 a load | 0 loads a week |
| Bath | 150 a bath | 0 baths a week |
| Mopping and cleaning | 5 a bucket | 2 buckets a day |
Average use from SP Group’s average electricity, water and gas consumption by home type, Oct 2025 to Sep 2026, here averaged over the 12 months (electricity leaves out prepaid accounts and homes on a retailer’s plan). NEA says aircon, fridge, lighting, water heater and washing machine make up about 80% of a typical home’s electricity: NEA’s household electricity profile.
The Open Electricity Market
Under the Open Electricity Market, a household can buy its electricity three ways:
- From SP Group at the regulated tariff: what you get if you do nothing. No contract and no early termination fee; the price changes every quarter.
- From a retailer, on one of two standard plans: a fixed price, the same cents a kWh for the whole contract, which can end up above or below the tariff as it moves; or a discount off the tariff, a fixed percent off whatever the tariff is each quarter, so always below it. Retailers can also offer other plans, which may have extra fees or rates that change.
- At the wholesale price, through SP Group: it changes every half hour with demand and supply, and can spike.
Whoever you buy from, the electricity comes through the same SP Group grid, so it’s no more or less reliable. Before you sign, read the contract’s length, security deposit, early termination charges and what happens when it ends (some renew by themselves), and whether the retailer bills you itself or through your SP bill. Water, gas and refuse removal stay on the SP bill either way.
From the Open Electricity Market site, checked 2 Nov 2026: purchase options, making the switch and price plans. Retailers’ current prices are on its price comparison tool; we don’t list them here, as they change all the time.
Questions
How much is the SP bill for an HDB flat?
At this quarter’s prices, an average HDB 4-room flat’s month (361 kWh of electricity, 15.0 m³ of water and 60 kWh of gas) comes to S$190.07 with GST and refuse removal: S$112.50 of electricity, S$52.90 of water, S$14.03 of gas and S$10.64 for refuse. A 3-room flat’s average is S$145.41 and a 5-room’s S$217.20. U-Save takes about S$50.00 a month off a 4-room flat’s, so S$140.07.
How much is electricity per kWh in Singapore now?
From 1 October to 31 December 2026, SP Group’s household tariff is 31.16 cents a kWh with GST, or 28.59 cents before GST. That’s down 10.4% from July to September (34.78 cents with GST), because natural gas was cheaper. It changes every quarter.
How much is water per m³ in Singapore?
S$3.53 a cubic metre (1,000 litres) with GST for the first 40 m³ a month, and S$4.78 above that. Before GST that’s PUB’s water tariff of S$1.43, a water conservation tax of 50% of it and a waterborne tax of S$1.09: S$3.235. 10 m³ comes to S$35.26 with GST, and 15 m³, what an average 4-room flat uses, S$52.90. The price last went up on 1 April 2025.
How is my electricity bill worked out?
The kWh you used × the tariff, then 9% GST on that. 361 kWh at 28.59 cents is S$103.21, and with S$9.29 of GST, S$112.50. Water and gas are worked out the same way at their own prices, and the refuse removal fee is added as it is.
What are the water conservation tax and waterborne tax?
They’re two of the three parts of PUB’s water price. The water conservation tax is 50% of the water tariff for the first 40 m³ a month and 65% above that, to show that water is scarce; the waterborne tax, S$1.09 a m³ (S$1.40 above 40 m³), pays for collecting and treating used water. Both are before 9% GST.
How much is the town gas tariff?
City Energy’s general tariff for homes is 21.45 cents a kWh before GST, 23.38 with GST, from 1 October to 31 December 2026, down from 23.48 cents before GST in July to September. An average 4-room flat’s 60 kWh comes to S$14.03 with GST. It changes every quarter.
How much is the refuse removal fee?
S$10.64 a month for an HDB flat, or a condo or private apartment in the public waste collection scheme, and S$35.50 for a landed home, both with GST, from 1 July 2026 (NEA). It was S$10.20 and S$34.00 before.
How much U-Save do I get?
For FY2026, an eligible Singaporean household gets double the regular U-Save each quarter, in April, July and October 2026 and January 2027: S$190 a quarter for a 1- or 2-room flat, S$170 for 3-room, S$150 for 4-room, S$130 for 5-room and S$110 for an executive or multi-generation flat, or S$760 to S$440 for the year (MOF). It goes straight into your SP account.
How much electricity does an HDB flat use?
On average from October 2025 to September 2026, a 3-room flat used 261 kWh a month, a 4-room 361 kWh and a 5-room 424 kWh (SP Group’s figures). At this quarter’s tariff that’s about S$81, S$113 and S$132 a month with GST. Hot months use more.
How much does it cost to run the aircon?
It depends on the aircon, but at about 700 watts while it runs, one room for 8 hours a night uses about 168 kWh a month: S$52.35 at this quarter’s tariff with GST. A newer inverter aircon with more ticks on its energy label uses less, an old one more.
Should I switch to an electricity retailer?
It can save money: a discount-off-tariff plan is always cheaper than SP Group’s tariff by its percent, and a fixed-price plan is cheaper while the tariff stays above it, which isn’t certain. Compare plans on the Open Electricity Market’s price comparison tool, put one in the calculator above, and read the contract first: its length, deposit, early termination charge and renewal. The electricity itself comes through the same grid either way.
Why did my bill go up when the tariff went down?
Usually because you used more: on hot months, on more aircon, or on a billing period with more days in it. Check the kWh and m³ on your bill against the month before. A month without U-Save left in the account costs more too. The electricity and gas tariffs only move on 1 January, 1 April, 1 July and 1 October.
Are my numbers sent anywhere?
No. It’s all worked out in your browser, and nothing you type or pick goes into the page’s address.
